The Director of Public Prosecutions (DPP) has charged the Officer Commanding Station (OCS) of Lumakanda Police Station Wycliffe Kwendo with the alleged defilement of a 16-year-old girl in Kambi Moto, Kipkaren River, Lugari Sub-County, Kakamega County.
The accused appeared today before Senior Resident Magistrate Hon. Dorcas Mac’andere in Kakamega, where prosecution counsel Ian Makotsi and Prudence Lelei opposed his release on bail and bond.
He is charged with defilement contrary to Section 8(1) as read with Section 8(3) of the Sexual Offences Act No. 3 of 2006. In the alternative, he faces a charge of committing an indecent act with a child contrary to Section 11(1) of the Act. He is also charged with abuse of a position of authority contrary to Section 24(2).
The court heard that the alleged offenses took place between September 24 and 27, 2026.
Opposing bail and bond, the prosecution argued that the offenses were serious in nature. The magistrate ordered the police boss remanded in custody until October 1, 2026, when the court will determine the bond terms.
