President William Ruto has appointed new principal secretaries in the latest changes effected in his government.
The appointments, detailed in a memo published on Thursday, mark a significant restructuring within key government departments.
Among the notable appointments, former Kenya Medical Practitioners, Pharmacists, and Dentists Union (KMPDU) official Dr. Oluga Fredrick Ouma has been named the new Principal Secretary for Medical Services at the Ministry of Health.
Judith Naiyai Pareno, a close aide of Raila Odinga, has been appointed as the Principal Secretary for Justice, Human Rights, and Constitutional Affairs at the Office of the Attorney General and State Department for Justice. Former Nyeri Deputy Governor Caroline Wanjiru Karugu, another ally of Raila, has been assigned the role of Principal Secretary for the State Department for East African Community (EAC) Affairs.

- Abdulrazak Shaukat, State Department for Science, Research & Innovation
- Stephen Isaboke, State Department for Broadcasting & Telecommunications
- Michael Lenasalon, State Department for Devolution
- Fikirini Katoi Kahindi Jacobs, State Department for Youth Affairs
- CPA Carren Ageng’o Achieng, State Department for Children Welfare Services
While supporters of the appointments have lauded the president’s move as a step towards strengthening governance, critics argue that the changes could be politically motivated. Nevertheless, the government has assured the public that the new team is well-equipped to drive the administration’s agenda forward.
