Lumakanda OCS Wycliffe Kwendo is said to have pulled out his gun after a mother discovered him locked inside her house with her 16-year-old daughter, based on details entered into an occurrence book (OB) following the family’s report of an alleged defilement case.
The entry, logged as OB number 14/27/09/2026, states that Kwendo had moved the woman and her family to a nearby bar, telling them a multi-agency security exercise was about to take place in the Kambi Moto area of Kipkaren River and that it would be safer for them to stay there until morning.
The mother, however, grew suspicious of the sudden relocation and persuaded her husband that they should head back home.
On returning, the couple reportedly found their front door bolted from inside. Their daughter eventually let them in, according to the police account. Inside, they allegedly discovered Kwendo hiding, his shorts undone and his shoes in hand.
A tense standoff followed, with the officer said to have begged the couple to let the matter go quietly and to reach an “understanding” on the spot.
Things escalated further when the mother noticed two condoms lying on a table, one apparently used, the other still sealed. She picked them up, intending to keep them as proof of what had happened.
Per the police report, Kwendo then allegedly pulled out his firearm and threatened to shoot her if she didn’t hand the condoms back. Out of fear, she complied. The OCS is also accused of taking the couple’s phones before leaving them KSh20,000 and fleeing.
The daughter was later found lying on a heap of old iron sheets behind the house.
The family reported the incident to police, drawing a response from senior officers in Lugari. DCI personnel went to the scene to gather evidence, while the girl was taken to Lumakanda Sub-County Hospital for treatment and a forensic exam.
Western Region DCI chief Douglas Chikanda confirmed Kwendo’s arrest, saying he was being held at Kakamega Police Station as the investigation continues.
Lugari MP Nabii Nabwera calls for thorough investigations
Speaking during a Sunday service at Mautuma Parish, Lugari MP Nabii Nabwera claimed that the OCS offered the girl’s mother KSh 20,000 in an apparent attempt to have the matter dropped.
The MP said the case has been handed over to the Directorate of Criminal Investigations (DCI) and called on authorities to pursue the matter to its conclusion, emphasizing the need to protect the girl’s rights.
He added that Lumakanda MCA Benard Bokanda Mulama had visited the area to gather more information on the incident.
