Clement Bwoyi, Chairman of Panpaper Market in Lugari Ward, Lugari Constituency, Kakamega County, has expressed his appreciation after the County Government of Kakamega initiated the construction of six toilet units at the market—three for men and three for women and urinal pits.
This comes after WKT highlighted the challenges the market has been facing, prompting the intervention.
Speaking to WKT, Bwoyi said the project will significantly improve the working environment for traders, noting that the market has long experienced poor conditions.
He added that the County Government of Kakamega’s intervention is commendable, especially considering that the market has not been contributing taxes to the county. He noted that the market serves over 500 people daily and hosts more than 200 business owners, making the new sanitation facilities a critical development.

“These toilets will be something to be proud of, and we are very happy. As the chairman of the market, I am truly grateful,” he said.
He also highlighted another major challenge facing the market—the lack of a market code—which limits their ability to benefit directly from government support. He urged the County Government of Kakamega to provide the market with an official code to enable better access to services and opportunities.
Bwoyi further noted a significant milestone in addressing water scarcity at the market. Through funding from the national government under Lugari MP Nabii Nabwera, a borehole has been drilled to support market operations. He stated that the water, sourced from a depth of 300 metres, is clean and reliable.

“This water can also serve the surrounding neighborhood. With proper connectivity, it can benefit nearby institutions such as schools. What we need now are enough storage tanks. This is a permanent solution,” he added.
On leadership matters, Bwoyi mentioned that the market elections, which were initially scheduled for March 27, 2026, have been postponed to April 17, 2026, by the county government. He said the reason for the postponement has not been communicated and called on all aspirants to turn out in large numbers when the elections are held.
